is there anyway for us to change the way the shout bar looks to us or is it if its changed it changes for everyone

The shoutbar is not a part of the forum skin and can only have one style.

One must first have a phpbb3 forum ready to test on.

One must then (if no prior knowledge of theming) copy an existing style...say subsilver2.

One must then edit the 4 .cfg files and change the name of the theme within from subsilver2 to myfunkytheme (or what ever you call it)

One must then upload the new theme to phpbb3 and activate it.

One must then goto their profile and select the new theme.

From then on, you are just really changing the stylesheets/colors/graphics and uploading them and testing it.

Repeat last step till you are happy.
