Seriously, studies suggest 12 as the minimum number for security from research by various organisations including the Georgia Tech Research Institute.
IMHO and from direct experience of dealing with the average end user, anything longer than 8 characters are frequently forgotten so a maximum of 12 offers a compromise between reasonable levels of security without forcing users into using obvious or overly simplistic combinations or the need to write them down!

i'm not talking about forcing users to use more than twelve, just asking why i cant?
the number of letters in the name is not as important because its plainly visible to humans and machines.
& like you said twelve is minimum. try to play games with minimum spec.
