ok.
in Vista Business and Ultimate, one can modify the system so when you right click on a file an option pops up saying "Take Ownership" in the context menu...so i did this. basically Take Ownership means the computer won't hesitate to modify or not ask for permissions when performing certain operations. so i decided to take ownership of my windows folder...
WARNING!!!!
DON'T DO IT!
IT SUCKS!
anyhow, now my computer's broken. and I'm in the what could be a lengthy process to fix it

in the process fixing this, i decided that my computer had as many infections as the girls you'll see on the street corners after 10PM saying they'll blow you for a g of coke...so that being the case i reinstalled Vista Extreme. back to 32bit
