i have also had the same issue... i chalk it up to steam sucking a big steamy crap. i did nothing though...nothing, except get pissed off. played some Unreal and next day all was fine, and is fine still. i also bought and installed the dvd version as Mikey did, without problems though. to be honest, i never heard of steam until it downloaded when i installed mw2.
like anything...it could be them updating stuff, giving some people issue. it happened quite a few times when i attempted to play mw2 when it first came out.

I believe that with a current version of STEAM to run properly, your OS has to have the latest Service Pack (v3) - confirm you have SP3 installed for your version OS. Being that you just wiped, formatted and reinstalled your PC a week ago, perhaps this has not been made available for download yet. Go seek it manually.
