Elite Sniper Corps

So as of last night every time I start up Nvidia control panel the video goes out and I am forced to reboot to get video back, I have uninstalled the drivers 4 times and did a reg clean every single time and its still doing it so I cant control the fan speeds with the Nvidia control panel the only way I can is by using MSI after burner. anyone else ever had this problem with nvidia? its quite annoying and Ive looked online about solutions and every one just says to reinstall the drivers but iv'e dont that already, this is a loner card and I've told the friend that lent it to me and he is pretty worried that I might have messed his card up . I have never overclocked this card the only thing I have messed with is the fan speeds so I have no clue if its the card it self its bios or its drivers and im stumped. any help would be greatly appreciated.

with the last nvidia driver 314.07 i have a lot off problem,i go back on the 306.97 and no more game freez or control panal buzz
