I've used Kinguin for the new Doom game, they add an extra Dollar+ to "insure" you get  refund if the key won't work.  Activates through steam.  $17.68, but they do have another company listed for $13.22 - no  insurance.

It activates through steam, Doom works great for me.  I believe they may be keys from a different Region.
